Fixed multiple bugs and optimized smartphone display specifications

【Contents of the fix】
■Fixed a bug in the repeater setting field used in the menu creation function.
■Fixed a bug that the “Show date” setting in TCD Theme Options > News was not reflected on the top page.
■Optimizing header logo display on smartphones when setting up without using responsive design.
　※The logo image uploaded for PC is now displayed in the center, just as it is when viewed on PC.
■Improved the display of the header image on the right side of the lower level page when viewed from a smartphone.
　※Added a setting field so that you can set the image for smartphones as well as for the top slider.
