Support for using HTML in some setting fields and fix of multiple bugs

【Contents of fixes】
■Adjusted the display style when hiding the date on the article detail page.
■The fixed footer bar for smartphones is now an external file and is up-to-date.
■Theme Options > Added support for using HTML in the description field of the “Top Page”.
■Fixed Page Templates 3 > Added support for using HTML in the “Menu Description” field of “Menu 1 Items” and “Menu 2 Items”.
■Fixes to resolve widget errors in PHP7 environment.
■Fixed the recommended size of Theme Options > Logo > Header Logo (for fixed header).
